Why doesn't riot give skins to the champs that need it?

There are several reasons we do/don't give skins to a particular champion.

In some cases, let's use Soraka, she was a good fit for both Reaper (Harrowing) and Order of the Banana (April Fool's). Yes, she received two skins fairly close to each other, but they were both strong thematics. A champion wouldn't be DQ'd so to speak from an event skin (Harrowing, Snowdown, etc) if they received a skin fairly recently.

In other instances, we won't give a champion a skin until the thematic fits, and it's the right time of year. Pool Party Zac is a good example of this. We've been working on this guy, but since he's part of the Pool Party thematic, we wanted to release him with the rest of the skins and closer to summer. It wouldn't make much sense to release this guy in December, for example.

Other champions won't receive skins until they receive an update. Taric is a good example of this. It'd be pretty upsetting if we gave him a new skin, and then completely changed it to line up with the new and improved look of Taric, especially if you were a fan of the original design.

We've been working through the backlog of champions who need skins - Akali, Galio and Zac - to name a few. We've still got a ways to go, but we're getting there. :]
