K/DA Akali chroma concept.

I would like a way for Akali's blacklight look in the K/DA music video to be a chroma. Being as this is almost entirely different from the skin itself, a regular chroma may not work price wise. Would something like this work in the blue essence shop? A high priced chroma that is extremely detailed. If this would become real, how much would it go for?
