"Transistor" the Steam Game

You know that game on Steam called Transistor?

Well, we already have a champ that is a time bender Ekko , but I love the mechanic from the game where you can highlight enemies, plan all your abilities out, and then watch it unfold.

Riot, primarily I like the fact that you plan the abilities out before hand.

Make a champ that plans out HER abilities beforehand and then for the next 5 seconds (maybe 8) make it so she can't do anything else until it's done. That would be really cool. It would reward players who can see things in hindsight.

League fights are too fast paced for this concept to work

It is, indeed, a really cool game and a really cool system.

This hypothetical champion would just eat a stun in the first second and die horribly though, assuming you didn't just miss completely. It might work as a single ability idea, but not as something you can base the entire kit around.

While I can see the fantasy that you're trying to enable, one set of mechanics can't be chopped out of one game and dropped into another successfully, and the other posters more or less have the crux of it. Transistor is a very cool game, but even with it's more relaxed pace, it's still easy to completely wiff a series of inputs, and that's against fairly simple AI.

You couldn't feasibly have that sort of kit in League, not with 9 other players in the game influencing the outcome of even minor events. Furthermore, it's a fast, complex beast, and the minutia of the game state changes on a dime.

Players already have the tools to act on their predictions, vis a vis the actions of the enemy team and we already have champions who are rewarded by comboing abilities together. A champ who acted out their actions like in transistor would be a gimmick and little else.
