Passive alternates between sand with shells and water with starfishes
Q is two clams spitting pearls at each other
W is crabs instead of voidlings
E is one of those floating ring things (forgot what they are called)
R is water, fish, shells, starfish, plastic buckets and shovels, just a flood of water and beach stuff
Appearance would be like a life guard

Wearing a swimsuit and valor is a seagull would be perfect, especially since seagulls are used in Zoes E as well, matching thematic
Poolnoodle as a weapon, Q is a frisbee, W is a big bubble, E has watersplash effects, R is him doing the cannonball
She has a beachball and I think her skills would look amazing with water effects
