What If Bard is Changed To a Top Lane Champ

I know that many people see as a useless champion, But I see as a champ with a lot of potential. What I've been seeing lately Is Top lane and I have also used him Top lane I don't see how is a "Bad Champ" like many say if anything with the right runes and masteries he can do good top lane. Now People at RIOT reading this please consider as a top lane champion I feel he would be really good top lane just change his base attack damage and then I feel like removing either Magical Journey or Tempered Fate to add another skill shot that can do some damage.
