What If Bard is Changed To a Top Lane Champ

I know that many people see Bard as a useless champion, But I see Bard as a champ with a lot of potential. What I've been seeing lately Is Bard Top lane and I have also used him Top lane I don't see how Bard is a "Bad Champ" like many say if anything with the right runes and masteries he can do good top lane. Now People at RIOT reading this please consider Bard as a top lane champion I feel he would be really good top lane just change his base attack damage and then I feel like removing either Magical Journey or Tempered Fate to add another skill shot that can do some damage. I believe in Bard !

He is good at baiting. High stakes high reward with his ult and magical journey.

If anything, he should be changed to a jungle.

Reason 1) He scales out of the little thing all over the map and he needs to roam anyway.

No.....his ratios suck, he DOESN'T do damage. In fact, his ratios were made so low because he isn't supposed to do damage. He began as a support, he will stay as a support, no one at Riot would ever change him to something else.
