Kennen W Passive Possible Oversight?

If Caitlyn Headshot stacks on structures, and Twisted Fate E stacks on towers, why doesn't Kennen W stack on towers? Edit: It's also expended on wards and things those aforementioned things wouldn't be consumed on.
