Perseus Pantheon Skin Quality

This skin is the best skin I've seen in a while, it's got a god-tier splash art and looks great in game. Is there any way this skin could have effects added and the red given back? I'm sure you could raise the price of it to be a 1350 RP skin, seeing as how it's a legacy skin right now I'm sure many people would buy it and it would be worth the time. It'd be a shame to have such a dope splash art and skin idea held back by originally being a cheap legacy skin.
