Viktor the Machine Herald

Hi guys, I know Viktor been discuss here and there but i like to know if he is a candidate to that upcoming vote for rework like we did for volibear and fiddlesticks. Since in his summary it says, "With a body augmented by steel and science, Viktor is zealous in his pursuit of this bright future." well i dont think i see any powers Viktor gain with his body like that since his Q is used with a staff, W is a forcefield that isnt part of his body, E is his third arm and R isnt part of his body either...so i thought that maybe if he gets rework maybe he can be the first champ that players are allow to place "level points" into upgrade his body therefore increasing his hp, armor or magic resist. With his Skill set, feels like he should just be consider a genius inventor that makes stuff but not using himself to evolve with the use of technology and science.
