Constable Trundle Skin Minor Improvement

I think it would be cool if Trundle's constable skin had him blow a whistle and say "Halt in the name of the law" when he used frozen domain. Or something along this line. Just an idea.

Another minor change: What if his pillar was a light pole with a sign that reads "no trespassing," "DO NOT CROSS," or some type of barricade with a police strobe light on top (the same light that's on Riot Blitzcrank's head.) Would be funny if its a giant tree with grassy terrain, and the tree has a sign "Keep Off The Grass."
