I was playing Mordekaiser, and after buying boots of swiftness my movement speed only went up +30 instead of the +55. You can watch my most recent replay of Mordekaiser at 16:40 when I bought the boots.

You lose the 25 MS from normal boots when you upgrade them. Your movespeed went from X+25 to X+55, where X is the base movespeed of Morde.
