Krincy The Cheat of Bilgewater
"Oh c'mon! You have no proof!" Krincy yells at the angry crowd in front of the bar "If you ain't a cheat then i don't know what a cheat is! never in my life have i seen that kinda luck" yells an angry patron. The crowd is made up of townspeople who wandered in and people who were in the bar previously. A handful of people who were apart of Krincy's game raise their voices in agreement "Yea! you cheater!" they chant. Krincy smiles and looks at the first patron who spoke "Well maybe you just don't live a life of luck?" The patron scowls and throws a rock at krincy who quickly ducks down as the rock hits a passing towns person.

Wait for it: If Krincy doesn't attack for 5 seconds then his next attack slows for 25% of the targets movement speed
Q 12/10/7/5 sec CD
Lucky Roll: Krincy rolls out a 6 sided die. if it hits an enemy champion it rolls a random number 1-2 blinds the target, 3-4 roots the target, 5-6 silences the target for .5/.75/1/1.5 seconds and deals 45/80/120/150 + 50% AP as magic damage. If this hits a minion at the end of the spells range it bounces once and travels an additional time
W 15/12/9/7 sec CD
I'm Feeling Good!: Krincy randomly chooses one of his rigged dice in secret. randomly store a number between 1-6 and your next Lucky Roll will land on that number and the duration increases by .5 seconds
E 16/14/10/8 sec CD
Time To Dip: Krincy targets himself or an allied champion. target dodges all basic attacks for 1/1.25/1.5/2 seconds
R 70/65/58/50 sec CD
Lucky Life: Krincy throws out his dice bag, sending 6 lucky rolls out in a cone in front of him. These rolls can be affected by I'm feeling Good! and deal the same damage as Lucky Roll
Alright I'm back! this one was more of a fun concept that i didn't take too seriously but i honestly like the outcome of it! Im happy to add him to my collection of creations. Please leave a comment on what you think of him and what your opinions are i would love to hear feedback! Also i just wanted to state that i know having random abilities isnt very great but i dont feel right having 
as the closest champion riot has to being a chance related champion. although Krincy does have random effects on his Q they are all able to create an engage window in the laning phase. I did my best to keep some sort of structured play with his W and i hope you wont judge the randomness of his kit to harshly just because it is random :P
