How to make chat restriction a bit better

Okay so we all know chat restriction is a punishment but i think there should be diff ties of chat restrictions. Spammers restriction: Okay so this would be a punishment that would be the exact same as of now no different. Toxic restriction: Make this one filter out certain words like fuck,shit, you get the idea. Also make them able to say certain phases without limit like top flash, mid flash, jg flash again you get the idea. Racist/harassing restriction: Just take their chat away these type of people do not learn. (for the limited amount of games)
