This mode would be 1 summoner vs 1 summoner on the Twisted Treeline, Draft mode - Every 60 seconds the summoner will rotate gaining control of 1 champion while the other 2 are played by bots.

Alternatively instead of just rotating every 60 seconds you could replace a summoner spell with a, gain control of champion, teleport spell.
