Can we make mages deal only 40% of their auto attack damage to champions?

On toplane mage can literaly drop your health bar to 50% by few auto attacks, you have no real counter if you are meele. Anyway mages should deal damage by their spells, not by abusing fact that they have similar flat dmg to meele champions and outtrade them under 10 lvl by just pressing RMB.

I think this is a great idea... and Boost their Ability Damage to Champions by 50% also.

Or here's another idea.. recognize a counter pick.. don't engage

Can we make ADC's only do 40% of their ability damage to champions? Anyway, adc's should deal damage by their auto attacks, not by abusing the fact that they have similar scalings to mages and out duel them by just pressing Q,W,E,R.
