If playing Aram and somebody clicks the X to close on purpose / bigger penalty

My idea is, if your going to play aram it's a short game. A lot of times I see ppl leaving because they dont get the champ that they want. On this on purpose closing the game should be a longer penalty. Like say 30 minutes long you can't start a new game. I'm not talking about ingame crashes or something like that. Ppl will not quit a game if there is a penalty on it that is this long and only for childlike behavior because they don't get to exchange the champ they want.
