In regards to the issues Riot is currently facing in implementing voice communications into the game.

It was explained that there were two hurdles being solved in order to incorporate voice chat:

{ "1) If the team has mixed communication (some players in voice, some players in chat), then the actual text chat in the game became up to 126% more toxic, and the voice chat players received up to 50% more reports even though the other players didn't necessarily know the players were in voice." and "2) In an external study by a university, they did an experiment where a female and male voice used voice chat and said the exact same phrases; in this study they found out that the female voice received 300% more harassment than the male voice. " }

A solution for the first point would be as simple as creating more awareness to the mute functionality. You cannot stop people from being toxic, but you can certainly stop it from affecting you. If persons using voice chat are getting reported 50% more without any knowledge of voice chat being used, how can that be chopped to anything other than coincidence?

As for "2)", could it be feasible to look into optional voice masking/changing? Either have a set voice mask/changer, or have voice mask/changer be customizable to make you sound similar to the champion being played? With your voice being masked, there would be no issue in persons being harassed based on sexes since the voice masking would prevent one from determining sex.
