[Item Suggestion] The Last Testament

Item: Last Testament: +100 ap, 20% cdr.

Passive: After a small delay upon death, freezes cooldown reduction [0% cooldown reduction], you can cast abilities that were not on cooldown before death but only once. Passive lasts until being unable to cast or channel abilities for 1 sec.

Example: Annie buys it, to prolong her life up to 4 sec, 1 sec R, 1 sec Q, 1 sec W, 1 sec E. She creates a "Zone of control" with tibbers on death so you have to escape it.

Example: Karthus buys last testament, it prolongs his life by 5 sec. 1 sec Q, 1 sec W, 3 sec R. Before karthus had ult but was unable to use it due to having only 2.9 sec of passive left.

Example: Nunu is a useless champion with 100% lose rate, he can now channel his ult without being useless.

Example: Katarina presses R after death. Maybe nerf her so there is a small delay after death like 0.5 sec.

Balance: This is the most balanced item ever that is gonna to make mages viable. Broken fizz can kill you in 1 Q [2400 dmg] without any skill or rengar with 1 R [only 2000 dmg, you should buff him]. If fizz had to press 2 buttons instead 1 the game would be more balanced. Why rengar has to press 2 buttons when fizz had to press only 1 ???

The game is binary, Fizz just flashes + Q without ability to fight back. Why cant i cast any of my abilities while dead ??? is this a bug? So i have cooldowns to use, and i cant use any ability just because binary jungle fizz plays the usual glass ap build and got a 20min buff from Rift Herald ? Magic resist items dont work, Fizz stays on the bush and everyone daring to leave base gets a 2400 Q. You might as well go afk you will never get a single minion. Your team has 0 chance to attack him as he always has E [which he doesnt use for damage].

So people stay alive and are able continue casting spells after they die... Totally balanced... It's not like Veigar can just delete any high damage target after he dies now, no... Death is there for a reason, you can't deal damage after you die. If you want something like this, it should be on a champion built around it.
