Isaiah was born in another dimension, much like the void. The dimension was mostly stable, but small, much like a prison. His people lived there for a very long time; hundreds of thousands of millenniums. Every being in this dimension had black hair, pale skin, brown eyes, and all other features were near identical. Isaiah wasn't much different, except for one small feature. His left eye was green, and permanently fixed forward, and he had very, very little additional powers that the others didn't, including minor teleportation, and telekinesis. The people of the dimension tried to "fix" this difference, but the treatments went from mild to extreme. What started off as a slight diet change, turned into a fixed diet every day, to taking remedies and the diet, to no food at all and just treatments, to being locked into a cell and forgotten about. Isaiah had originally tried to blow apart the cell, but it was a special cell; just for him. Nothing he could do could break the cell. Isaiah had a lot of time to see the inside of his box, and he looked hard at it. He noticed every single bit of this cell; including one, almost molecular, crack in the back of the cell. Isaiah scratched at it every day, getting more and more out of it. Finally, it was big enough for him to use telekinesis on it, and begin mining that way. The people never found out that Isaiah had escaped, but Isaiah remembered. He went back and blew apart every single one of the people there. His powers grew with each murder, making every kill easier than the last. Unfortunately, the abuse of the powers destabilized the dimension, creating holes into others as it was torn apart and fused with the others. Isaiah was blown into Runeterra, looking, instead for greater powers, for greater uses for them. He discovered the League of Legends, hoping to figure out what exactly he was capable of, and what he could use it for.

item 3187 Passive-Sight: For every 3 seconds that an enemy is in Isaiah's view, he gets 1% increased damage on them. When the enemy leaves view, the damage is decreased by 3% each second. For every full minute that a champion is in Isaiah's view, he gets a permanent 3% damage increase on the champion. The visible area does NOT have to be on the champion for the champion to be in Isaiah's view. (TL;DR: Every minute a champ isn't in fog of war, Isaiah gets bonus damage on them for the rest of the game. It has to be a full 60 seconds beginning to end; it can't be 4 windows of 15 seconds.) Enemies looking at Isaiah take 110% damage from him.

Isaiah does not use mana, but has a "vision" meter. Isaiah gains 3 vision for every second an enemy is in Isaiah's, or a ward's, view. (150 max, +5 per level) This bonus does not come from allied champions' views, or minions' views.

Isaiah does 10 (+5 per level, +0.1 AP Scaling) magic damage in the direction he is facing in a cone. (340 range)

item 2050 Q: Gaze - Vision Cost: 25/22/19/16/13 - Cooldown: Equal to duration Isaiah looks in the direction of the cursor, doubling the passive damage and enlarging the cone slightly (430 range) for 2.5/2.75/3/3.25/3.5 seconds. The damage is also applied to enemies in a much larger range (650), but only in a straight line of where he's facing.

item 3053 W: Push - Vision Cost: 35/31/27/23/19 - Cooldown: 6/5.5/5/4.5/4 seconds Isaiah pushes enemies slightly in a direction, dealing 45/75/105/135/175 (+0.4 AP Scaling) magic damage to afflicted enemies. If the enemies hit another enemy or terrain, they get hit for 40% of the damage taken as physical damage. If numerous collisions are hit, each collision does 75% of the last. If colliding with terrain, the enemies are stunned for 0.5 seconds. (Targeting would be interesting; imagine Taliyah shove, but the cursor shows the direction, then you move the cursor in the direction of the shove; either goes one side or the other, so it's not 360 degrees.)

summoner 13 E: Mind Games - Vision Cost: 40/36/32/28/24 - Cooldown: 11/9.5/8/6.5/5 seconds Isaiah channels based on the distance between him and his target (0.1 seconds to 3 seconds). When the channel is over, the target takes 35/55/75/95/115 (+0.3 AP Scaling) magic damage instantly, then 150% of the initial over 4 seconds. Isaiah can see what the enemy sees. (Including wards, invisible units/traps, and champions in bushes in the champion's direct sight; outside of the fog of war, Isaiah can't see anything extra.)

summoner 1 R: Requiem - Vision Cost: 90% of current vision, 75 vision minimum - Cooldown: 145/115/85 seconds Isaiah creates a window to what he remembers of his dimension, making an arena where the enemies can't see out, and allies can't see in for 8 seconds. Isaiah gets an additional +4 vision per second per champion in the arena. Enemies deal 125% damage to Isaiah, and Isaiah deals 125% damage to enemies. Any CC on Isaiah lasts 1.5x LONGER. Isaiah can reactivate Requiem during its duration to teleport around the arena; this has a 0.5 second cooldown, and is instant. (like a flash). Nothing outside the arena can interfere with anything inside the arena, and vice versa. If an enemy attempts to leave, they are blocked, but they can leave via dashes/teleports. They will take 300/450/600 (+.75/1/1.25 AP Scaling) on exiting.

Strengths: Isaiah is a good anti-control mage. He has a lot of zoning material, as well as slight CC from Push. His ult is good for keeping fed enemies out of team fights when one starts, or for catching out a team to leave 1 enemy for picking. He excels against enemies that do not go invisible, but he may use other enemies to see invisible units.

Weaknesses: Isaiah is absolutely horrible against assassins, as most of his damage is over time. Vi, Kled, Hecarim, and Warwick Q's all counter Push, which is his number 1 way of keeping melee's away from him. He, also, has an INCREDIBLY difficult to master kit, but has a large payoff if done correctly.

Isaiah is a tank-mage hybrid; Rylai's and Liandry's would go great on him, as he is a moderate control mage. I came up with Isaiah as a champion for people who REALLY want to push themselves in order for a large payout, but punishing for any messups. Cost and regeneration rate of vision is up for debate; please drop an upvote if you think this is a good/interesting/cool idea.

Would like to see the stats for him. Also I feel like his skills could use some tweaking, the passive for sure needs to be tweaked.

I really like how you took the idea of vision controlling and incorporated it into his kit. I like it so far, add some more other things to him! (Quotes, skins, etc...)
