Q (Strike):

Energy Cost: 55/55/55/55/60

Cooldown: 3 seconds.

Syphus throws a lightning bolt in a target direction. This lightning bolt passes through all minions but it will only pass through enemy champions if it kills them. Killing an enemy champion with this ability resets the cooldown and restores 100% of your maximum energy.

W (Curse of the Cloud):

Energy Cost: 40/45/50/55/55

Cooldown: 12 seconds after activating.

Passive: When Syphus attacks an enemy a cloud appears over the enemies head. From then on, for every time he attacks that enemy the cloud grows slightly larger, the cloud will disappear if an enemy recalls, dies, or goes a certain range from Syphus. The cloud also disappears if Syphus dies or goes back to base. When an enemy has a cloud over their head they will not be visible in brush, however the cloud will be.

Active: Syphus channels all clouds over enemies and uses them to summon a massive lightning bolt to strike all enemies with a cloud over their head, dealing splash damage to nearby enemy champions. This damage scales based on how large the cloud is. This ability deals a massive amount of damage, if used right this can obliterate an enemy.

E (Return the Storm):

Energy cost: 50/50/50/50/50

Cooldown: 4 seconds after activating.

Passive: All of Syphus' basic attacks add a Storm stack onto his opponents. (Max 10 stacks per enemy)

Active: Every Storm stack on opponents returns to a targeted ally to heal and replenish a fraction of their mana/energy. This will also slow the enemy champion.

Ultimate R (Unleash the Storms):

Energy Cost: 80/100/110/120/150

Cooldown: 120 seconds.

Syphus targets an enemy champion and turns into a cloud over their head, he then unleashes a storm on to the enemy targeted and all enemies in the area. Having a lightning bolt strike every 1.5 seconds and each doing a massive amount of damage. Rain is also present during this storm, the rain acts as a health and mana regeneration to all enemies stand under the cloud. This lasts for 7.5 seconds and each bolt does 80 (+2% of total Ability Power)/ 100 (+2% of total Ability Power)/ 120 (+2% of total Ability Power)/ 140 (+2% of total Ability Power)/ 200 (+2% of total Ability Power).

Animations:

Basic Attacks: Strike from the sky like an actual lightning bolt. Lifesteal: As soon as a lightning bolt hits an opponent a green lightning bolt flies from the opponents body and heal Syphus.

Strike: Syphus throws a lightning bolt to his enemies.

Curse of the Cloud: This looks like his basic attack, just a larger lightning bolt that is much more dramatic and it comes from the cloud already above the enemy champions head.

Return to the Storm: Lightning bolts circle around the enemies waist (up to 10). When this ability is activated all lightning bolts fly through the enemy to targeted ally.

Unleash the Storms: Syphus jumps in the air and leaps to an enemy champions head, staying above it for a fraction of a second, he then turns into a dark cloud and begins to unleash a storm.

Recall: A storm slowly begins to form around him and grows larger and more furious as the recall continues. Syphus' hair begins to flow behind him as if wind was blowing it furiously. Syphus puts his arms to side and clenches his fists. After the recall the area where Syphus recalled is destroyed temporarily. All allies and enemies who saw the recall hear a faint evil laugh after this.

Appearance:

Hair: White and slightly longer than the typical hair length, it should go down to about his shoulders. Pure white and silky beard as well. Eyes: Left eye is blue, right eye is completely white. Scars: A small lightning bolt over his right eye Height: 6' 4" Weight: 180 Armor: Syphus wears black armor with white trimmings. He has a cloak (white with two gold lightning bolts) that stretches past his feet and drags behind him on the ground. Syphus has a white silk hood that he only wears when taunting or laughing. Syphus uses no weapon, however he does have a nice sword attached to his waist and the hilt of the sword slightly resembles a lightning.

Lore:

Teefer, a young yordle living in Piltover lived an extremely poor life. His parents moved to Piltover to try and make a living with their inventions, however they had no luck. Teefer was neglected by his parents quite often and because of this he ran away. He then traveled to a nearby bay where he took a boat to Zaun, there he saw an odd scientist who talked in slurred words and was carrying an axe around. When this man saw Teefer he charged at Teefer, he suddenly saw a white lightning bolt appear from out of the darkness. This struck down the scientist and Teefer ran. Teefer then found a small Unipiu, a creature of magnificence. The Unipiu told him he would take him to Ionia and that is what the Unipiu did. On the way to Ionia, Teefer was amazed. The beautiful view of the water amazed him, and Teefer knew, he had to be a part of that water. So he jumped. Teefer woke up in Ionia with a strange women sitting next to him. She asked if he had ever seen a blade, he replied no. She asked if he would like to see one. He said no again. Teefer then realized that he had left his parents and that they were probably worried sick, he burst in to tears. The women asked what was wrong and he told her everything. The strange women said that it was okay. Teefer asked her name and she replied to him: Irelia. Irelia leaded Teefer to a forest that would provide care to him. Irelia left him there. Teefer continued through the forest for six more years. Until he came across something rather odd. A little boy. A boy with pure white hair, and blue eyes. The boy had a sword pierced through his leg, he looked about seven years old. The sword's hilt resembled a lightning bolt. Teefer rushed to help the boy. The boy said something to Teefer. He said: I.... remember you. This struck Teefer as rather odd, because he didn't remember this boy. Teefer worked for hours to renew the boys leg. When the boy was finally back to health and no longer sleeping Teefer asked the boys name. The boy said his name was Syphus. The boy recalled everything about the sky he remembered the clouds and he remembered all of the other beings living there. Teefer couldn't believe it, but he didn't question it. Teefer asked him about his leg and Syphus told him about how is father struck him in the leg with his sword for disrupting nature. Syphus explained how he had saved a small yordle child from a mad scientist in Zaun. Teefer recalled the lightning bolt. He knew what had happened then but he had said nothing, all he said was: So.. You have been like this for... seven years? Syphus said yes and he asked how he knew, but Teefer didn't reply. They then traveled together, fighting evil, Teefer had gone back home to steal some hextech equipment from his parents, Syphus just had a natural ability to strike people down with lightning. They were unstoppable, legendary even, until one day when they encountered a man in a hood. He called himself Talon. He said that this was his duty, he then slaughtered Teefer while Syphus watched. Talon laughed when it was over, and as quickly as Talon had appeared, he had gone. Syphus swore to take revenge. When Syphus heard about General Du Couteau and how he had given Talon his orders and how much Talon cared about him he kidnapped him, and slaughtered him just as Talon had done to Teefer. Talon then sought out to find General Du Couteau, and Syphus hoped he would eventually find him so he waited. When he heard Talon joined the League of Legends, Syphus made it his duty to join the League as well. But he had some... Unfinished business to do. He traveled to an island available only to Beings of the Sky and traveled back to the sky. He then killed his father with the same sword his father had hoped to kill him with. Syphus' father had left a small lightning shaped scar across his right eye and completely blinded him in the right eye. Syphus disregarded the scar and trained for the League for years. The last memorable thing Syphus did before joining the League was kill an entire Noxian army that was attacking Ionia.

"Talon you brutally slaughtered my savior. I can't describe to you the absolute hate I feel for you at all times. This hate will never go away, and now, because of you, I have joined the League. Wow, you really make an influence on people." - Syphus Cirrus Stratus

Taunts:

When taunting a cloud summons by Syphus and begins to furiously storm.

"COME AT ME! I'll crisp you alive" "You are.... striking" With enemy Talon: "Are you going to murder my allies like you did my brother, Talon?" "Talon, I can't wait to unleash a storm upon you!" "YES! I can finally unleash my rage upon you!" "Does that hood help hide your remorse, Talon?" "If you show me your blade, I'll show you my lightning!" With enemy Dr. Mundo: "Hey... I remember you..." "You have changed Mundo, was it that lightning bolt?" "Doctor, remember me? I was a patient of yours once." With enemy Irelia: "My brother told me about you, a shame, I didn't know you like he knew you." "I'm sorry brother, but she is no longer a friend." With enemy Katarina: "Your last name is Du Couteau? Oh, I remember your fathers face right before I killed him." With any enemy Noxian: "You called that an army?" Against any Ionian: "I probably saved you and your family, why do you continue to fight me?"

Jokes:

"There is no room for jokes here. This is war."

Upon movement:

"Summoner, quit rushing me, I am already bolting." "To Talon!" "For Teefer!" "I am the Storm!"

Upon buying Statikk Shiv:

"Now this is my kind of sword!"

Laugh:

Ha. Ha. This is hard.

Skin Ideas: Full Metal Syphus: Syphus is now pure metal. His right eye is still white, however his left eye is pure red. His sword is no longer lightning shaped, and his basic attacks and abilities look like metal, and are not shaped like lightning.

King Syphus: Resembles the typical Zeus.

Syphus Du Couteau: Is now a Noxian (this is his legendary skin). His taunts change towards all Noxians making them more friendly. He is much meaner, and his lightning shaped sword is now a blade resembling Katarina's blade. Syphus now blames Jarvan IV for the death of Teefer, and all of his abilities use blades instead of lightning bolts and rain. He wears a more leathery/assassin type armor. His cloak is now pure black and red and he is wearing a pure black hood. His armor is completely red.

Hey guys, thanks for reading this, I worked really hard on it and am really excited I was finally able to type it all out and release it into the public!

Let me preface my response with this; I am a nit-picker.

Very first problem I see is giving any champion 332 innate AD. Never mind that champions don't have innate AP--even Viktor's bonus is still bonus AP since it comes from his passive--champions' innate AD tends to scale from 55-110 between 1-18. The stat disparity is far too large, especially when items come into play. On top of having 0.687 +98% AS innate, this is an absurd level of power for a champion's innate stats. He doesn't even suffer that much early-game with defenses. You could build him defense early, and let your natural scaling deal insane damage.

The passive mechanic seems nearly pointless. It's just a mark that does absolutely nothing on its own, and only interacts with one skill. It may as well be the passive of said skill instead.

His Q doesn't really need a mana return mechanic unless it costs way more than it should.

His W isn't written clearly. Does he cause all the clouds to strike the champions they are following, or does it create some sort of targeted/AoE blast based on how many marks are nearby?

His E is incredibly boring, and doesn't sync with anything except for his absurd innate offense stats.

His R sounds more like a DotA ult than a LoL ult. He becomes untargetable, hits the target every 2 seconds, and provides regen for teammates within the AoE. Unless it either does ridiculous burst per bolt or lasts more than 6 seconds, it sounds inefficient.

Oh, you also forgot to set up scaling on his Armor and MR. And his innate HP shouldn't be that low.

And yes, his ultimate has an insane invulnerability time so much so that it could be literally game changing.
