Make Gifting Skin Shards Possible

I've come across some luck with the loot system, and recently acquired oddysey Kayn (skin shard) through the twitch prime loot. I don't own nor do I play Kayn, but this is a great skin that I know some of my friends who play league would love to have. I have had this happen to me several times, acquiring several "good" skins that I ended up rerolling due to not owning the champion. I know I am not the only one who feels this way, skin shards should be transferrable/tradeable/giftable. Something that allows players to give a valuable skin shard to someone who will actually craft it.
