Veigar Skin Suggestions?

I've already been wanting a Halloween Skin for Veigar, and Dark Star is another on the list. It's been two years since Veigar last got a skin and I'm hoping that he could get a new skin soon? I just want to discuss different ideas since I'm not good at designing concepts! Feel free to share and we can possibly get something going here!
