Why isn't "Neither" an option?
They're certainly interesting, but they both could use some tweaks.
Jamiel's passive should have a cooldown between each time it is activated, granted it can be short, since he is incredibly vulnerable to other CC. This is just to give his opponents a little more room to disperse his damage for a bit.
His Q can be cast three times? Is there a good reason for this?
Why does his W have two crippling CC effects? The silence on its own may be plausible, but given Rito's crackdown on silences lately I wouldn't advise it. It'd be better off with a slow, bleed, or stun.
Both his E and ultimate are interesting new implements, and would be awesome to see.
As for Morasen, the only issue I see with his kit is his ultimate. The second-cast spear perplexes me in one regard: is it a skillshot or a point-and-click ability? It'd be more balanced if it was the former, considering its damage and the need to put some skill-level and counterplay into it.
Also, I don't think the whole ordeal of making it possible to have him, and then be unable to get his counterpart (and the inverse) is viable or appropriate. It's nonsensical to make someone have to decide "I can select this guy, and never, EVER get the other", instead of "I can get this guy now, and try the other one later".
Jamiel's design is kinda killing himself. Carries are usually short ranged, no cc but high mobility or the other way around. Jamiel's W is short ranged and he'd probably get killed for that. It kinda ruins his design a bit, but I suggest that he becomes a melee fighter, putting his bow on his back. His E will have an added passive: every X auto attacks, his next will be a ranged slow. His role won't be ADC, but maybe top or bot. His ult is a lovely idea.
As for Marosen, his passive is kinda worthless. No one would competitively rely on chance. People go for criticals because you can raise the chance. His passive could have a cooldown that is lowered every time you hit a marked person. If You use Q when your passive is ready, all who have been hit will be marked. This creates a window of opportunity for the opponent to attack if you decide to farm using this. It would be cool if you could use your Q during the W. idk if this would be too troll, but the first part of his ult could cut damage by half and can be used to nullify spells if used correctly.
