Q - Could have columns of sand pop up, like 1 - 2 - and the 3rd be a tornado or something... and his w could make his weapon turn into a cooler weapon lol

I really like the pieces of his outfit... the chest seems too... bare for how elegant and flowing the rest of his outfit looks.
The blues with gold filigree, the white contrast, the black, the sharp lines, just BRILLIANT. I wish there were more off this in his chest!

That being said, this is masterfully done and you have an incredible talent.
It looks like you copy and pasted the Shurima icon onto a spear. The spear really needs to have its shape and color as a whole changed to suit the icon instead!

, like have his Q a burst of sand and the tornado a dust devil, and the passive when its up would be like a sand tempest around him, and the W would be like a little dust storm, then his E and his R would be like you said with turning him into sand while dashing. if i had any artistic value i would make concept but sadly i'm not on this lvl. i still cant get past stick figures :(

This looks nothing like Xin. If you had posted this image without the tag in the title, I'd have thought it was from a different game. This is also an anime or Asian based style while most of our art is more comic book based.
Don't get me wrong, I'm not saying it is bad, it is excellent work, just not the same mindset as league's art style. They recently did a sort of character study where they sat down all their artists and made a character profile storage base for reference during new skin creation. This image would not pass the test.
