Adding PBE test levels for finding and reporting bugs

I think it would be great to have a test level on the PBE where the user can select a champ and spawn any other champion they want to test out their abilities and weapons on the champ. The user would be able to pick any champ to spawn so they can test everything on all the champs. They would also be able to pick any item for themselves so they could test all of the items as well. I think it would make it a lot easier to test and reproduce issues.
