(Champion Concept) Rhandall, The Water Bender

Passive- Rhandall summons a fish on a nearby enemy every few seconds causing his next auto attack to do extra magic damage to the target marked.(2x damage to champions)

Q: Fatal Pirhana- Rhandall sends a pirhana at his enemy, dealing damage and silencing for 0.75 seconds (scales with rank)

W: Water Block- Rhandall places a wall of water on the ground. Enemies who walk through this wall get a debuff taking away (5%/10%/15%/20%/25%) of their resistances and slowing them by (25%/30%/35%/40%/45%) for 3 seconds. If the champion affected gets hit by other cc while slowed, that cc is turned into a stun for 2 seconds.(does not apply to charms, polymorphs, or suppresses)

E: Shark Bite- Passive: Rhandall gains (5/10/15/20/25) Armor and Magic Resist.(Scales with rank)

Active:Rhandall sends a shark at an enemy. The enemy sees the shark and is feared for 1.5 seconds. Once the shark approaches the champion, it bites them, dealing damage.

R: Fish Swarm- Rhandall summons one fish for every champion caught in the range of his ultimate. The champions caught are slowed for 1.5 seconds and after the slow, a massive fish comes out of the water and bites them, knocking them up and dealing massive damage. They are slowed for another 1.5 seconds after the fish is back in the water.

This sound a bit like Illaoi and Fizz mushed together. Especially since the Fizz ultimate is with a shark that Jumps out of the ground and basically eats the champ. Maybe add a different aspect? It seems a little bland.
