has riot ever thought of giving a rune or boots that allow the user to move through units?

i was wondering if this could have been a good idea, potentially add moving through units to predator, celerity, or make swifties or boots of mobility add moving through units?

minion block is kinda buggy at times and can be critical in certain points in games, like if you push a minion out of the way while walking towards a turret and it aggros onto you instead of the minion, or if you just won a trade and at you're at 5 hp, and you get minion blocked and a caster auto gets fired at you and you die
