Lore

Monday, 8 am....

Officer Vi had already secured the scene when Sheriff Caitlyn arrived.

"Good morning, what do we have?", asked the Sheriff, obviously not in the mood for chit chat.

"Assault and Battery, the victim is male, mid-40's, he was tied up on that drainage pipe", reported Officer Vi, pointing at the only drainage pipe in the alley, coming down backside of an old building.

"Was it our guy?", asked Sheriff Caitlyn, already knowing the answer.

"Yes, he left the victim tied up, with scrap pieces of rope, message on his chest, written on an old newspaper. The victim is Matthew Johnson, suspect for half a dozen robberies. We never had enough evidence to take him in", reported once again Officer Vi.

"Did he by any chance leave us a gift?"

"You know he did! Plastic bag, full of evidence. He gave us the guy on a plate!"

Sheriff Caitlyn didn't need to ask any more questions. She didn't need to ask any of these questions. This was the fourth victim in a month, all with the same MO.

Outlaw, beaten, not killed, with an evidence bag next to him, and a message on his chest. The message always read: "You didn't have time, or evidence to get him, so I got him for you... give this one what he deserves. PS: I took some of his stuff, you were going to confiscate them anyway, and I need some money to live."

He always signed simply as "B".

The stuff he was stealing were few, and of minor value. His hand writing was elegant, indicating a somewhat educated person. This wasn't just some usual case, Sheriff Caitlyn was certain of that.

"Any differences from the previous victims?" asked the Sheriff, after a pause.

"Not much. The victim admitted that he started fleeing when he saw him, having heard the stories of the previous attacks. He says he got hit by something tied to a rope, and blunt, pipe like weapon", Officer Vi replied.

"No close combat this time, huh?" said the Sheriff with a tone of irony in her voice.

Officer Vi responded with a shake of the head.

"We are running out of clues on this one, any ideas?", asked the Sheriff, with a slight sense of desperation in her voice.

"People have begun calling him names, like the "beggar hero", or the "penniless vigilante". I think we should try talking to Bernard.", suggested Officer Vi.

"The storyteller in Beggar street???" wondered Caitlyn out loud. "I guess it makes sense, and we are running out of leads. We won't miss anything by talking to him. Let's go.", said Caitlyn, and they both moved off the scene.

Bernard lived and operated in beggar street, but he was far from an ordinary beggar. He made a living by telling stories, to anyone who cared to listen to them, and had enough money to pay his storytelling fee. Word was that he knew everything that was going on in Piltover's underground world, and that was exactly what kept him "healthy" for so many years.

Officer Vi met Bernard a few years ago, while investigating a kidnapping case. She knew how his "storytelling" worked, so she asked the Sheriff to let her do the talking in this one, while on their way to beggar street.

"Greetings Bernard, how is business going?" asked Vi, with a faint smile on her face.

"Greetings officers, business is as good as ever, thanks for asking. What can I do for you today?" replied Bernard, with a professional tone in his voice.

His voice seemed quite heavy for a man of this size and age thought the Sheriff, probably because of years of smoking.

"We would like to hear one of your stories Bernard, about a certain vigilante, that's been flying arund in town." said officer Vi, and dropped 20 gold, the regular storytelling fee, in an unusually large top hat, resting next to Bernard.

"Oh of course, I believe you officers will really enjoy this one. Please sit down!" asked them Bernard in a very gentle way.

Sheriff Caitlyn looked around, but there were no chairs. Then she saw Officer Vi sitting on the pavement, and realized that Bernard was quite literal when he advised them to sit "down". She did so unwillingly.

"So ladies, let me tell you a story about a certain man named Bryan, Bryan Ollsen. Our story begins a few years ago, in the underground fighting scene of Piltover. Mr. Ollsen was one of the many poor people making a living by fighting each other, in makeshift street arenas. People say that he used to be a sailor on trading ships before he came to Piltover, but no one really knows that for sure. He didn't look too intimidating at first glance, but all that changed when he entered the ring! No one really knows where he got his fighting skills either, but word is that he could beat opponents three times his size! His opponents gave him a nickname, Brolly, a pun derived from his name, and his "profession". Bernard made a small pause to drink some water, while Officer Vi and the Sheriff looked at each other, confident they were finally getting somewhere.

"So Bryan was making a living through fighting, and living happily with his other half, a certain lady named Angelika. All that changed, a grim day around 6 months ago. After a fight which landed them quite a large payday, someone tried to rob them, and killed Angelika in the process. Some people say that he just wanted to steal from them, others say that he was a fool, that bet on the wrong fighter that night, but i guess it doesn't really matter anymore.", said Bernard and took another short pause to satisfy his thirst.

"I remember that case" said Sheriff Caitlyn, with a disappointed, almost sad voice. "There were almost no clues on that one, and we had to put the case in the freezer a month later".

"Well you couldn't get the murderer, but the story says that Bryan did. He found him on his own, did his late wife justice, and disappeared without a trace."

When Bernard finished his story, the three of them sat there silent for a good while. Finally sheriff Caitlyn broke the silence.

"So you are saying that this guy, is the vigilante?" she asked.

"I only tell stories, what you make of them is none of my business." replied Bernard, pretending not to care too much.

"Thank you for the story Bernard." said Vi, while trying to stand on her feet.

"At your service ladies, you can come back anytime." replied Bernard as he was seeing them away.

The two officers walked for a few meters when Vi finally asked: "So what now?"

"Well, now we at least we have a name for the case file......Brolly, The Penniless Vigilante."

Abilities

> Unique passive Brolly does not have an auto-attack. Instead all 3 of his basic abilities count as auto-attacks. When Brolly right-clicks on an enemy unit (as if he is auto-attacking), he dashes towards them a set distance of 350 units, or until he collides with them. The passive ability has a range of 550 units. Cooldown scaling 18-12-8 seconds at levels 6-11-16 (cannot be reduced by CDR).

**Ability details **

  • Brolly's dashes do not count as auto-attacks, and therefore do not trigger effects that normally trigger on auto-attacks, such as "phage" for example.

> Q: Street knuckles

  • Passive ability: All of Brolly's abilities share a global Cooldown, calculated by Brolly's attack speed. All of Brolly's abilities count as auto-attacks.
  • Active: Brolly's melee range auto-attack.
  • As first combo piece: Brolly hits an enemy unit at melee range, dealing 100% of his total attack damage.
  • as Second combo piece: Brolly hits an enemy unit two times at melee range, each hit dealing 50-52-54-56-58% of his total attack damage, and penetrating 6% of his targets armor, for 3 seconds(max 3 stacks).
  • as Third combo piece: Brolly hits an enemy unit two times at melee range, each hit dealing 54-58-62-66-70% of his total attack damage, penetrating 10% of his targets armor for 3 seconds, and blocking incoming damage by all sources by 10%, for 2 seconds.
  • as Third combo piece with max stacks ultimate: The damage reduce effect, affects all allies within 450 range.

> W: Plumbers pipe of terror

  • Passive ability: All of Brolly's abilities share a global Cooldown, calculated by Brolly's attack speed. All of Brolly's abilities count as autoattacks.
  • Active: Brolly's medium range auto-attack(counts as ranged auto attack for on hit effects).
  • As first combo piece: Brolly hits an enemy unit at a 250 range, dealing 80% of his total attack damage, plus 5-6-7-8-9% of his total attack damage as bleeding damage over 3 seconds(max 3 stacks).
  • as Second combo piece: Brolly hits an enemy and the closest enemy to his target, at 250 range, each hit dealing 70% of his total attack damage, plus 5-6-7-8-9% of his total attack damage as bleeding damage over 3 seconds(max 3 stacks).
  • as Third combo piece: Brolly hits all enemies in a 250 range cone in front of him, dealing 60% of his total attack damage, plus 5-6-7-8-9% of his total attack damage as bleeding damage over 3 seconds. The auto-attack still needs to have at least 1 target within the range.
  • as Third combo piece with max stacks ultimate: Brolly also heals for 5% of his maximum health for each target hit, up to a maximum of 35%.

> E: Horseshoe on a Rope

  • Passive ability: All of Brolly's abilities share a global Cooldown, calculated by Brolly's attack speed. All of Brolly's abilities count as autoattacks.
  • Active: Brolly's long range auto-attack.
  • as First combo piece: Brolly hits an enemy unit at 600 range, dealing 60-65-70-75-80% of his total Attack damage.
  • as Second combo piece: Brolly hits an enemy unit at 600 range, with 2 consecutive auto-attacks, each dealing 40-45-50-55-60% of his total attack damage, and slowing the target by 15 % for 2.5 seconds(max 3 stacks).
  • as Third cast: Brolly hits an enemy unit at 670 range, with 3 consecutive auto-attacks each dealing 25-30-35-40-45% of his total Attack damage, the third attack slowing every opponent in an area around his target by 40% for 2 seconds.
  • as Third cast with Max stacks ultimate: The target is stunned instead for 1.2 seconds and all enemies are slowed by 50% for 2.5 seconds.

General basic ability details:

  • All three basic abilities count as auto-attacks, for any effects applied by auto-attacks, like BotrK for example, and for any limitations applied to autoattacks, like dodge or blind.
  • The cooldown of the abilities is effectively lowered by attack speed, down to a minimum of 0.5 seconds. The cooldown begins after the autoattack animation finishes.
  • All three abilities are on-target skills, so they must be used on an enemy or neutral target.
  • The third combo piece abilities, leave a buff on all affected targets (including self, and allies). This buff prevents the same targets to be affected by the bonus effects of the same third combo piece ability within the next 8 seconds. This buff can be removed prematurely by activating the ultimate ability.

> R: For my angel...

  • Unique passive: Brolly's Ultimate Skill has a 50-40-30 second cool-down, depicted by the first half of his confidence bar. The second half of his confidence bar fills with every cast of his basic abilities, making the ultimate ability stronger every 5 stacks, up to 50 stacks. Using the ultimate skill will spend all of Brolly's confidence.
  • Active: Activating Brolly's ultimate skill will empower all of Brolly's basic skills for the next 15 seconds by 6-7-8% damage, plus 1% for every 5 stacks of confidence up to a maximum of 16-17-18 % bonus damage. At max stacks, the third combo piece abilities get a bonus effect. Activating the ultimate will remove the auto-attack buffs his basic skills apply, from all affected targets.

Ultimate ability details

  • The Confidence bar replaces the usual Mana bar of most champions.
  • Brolly's ultimate skill technically has 2 cool-downs. A mandatory 50-40-30 second cooldown (reduced by CDR), and a non mandatory stack based cooldown, practically reduced by attack speed. It is up to the player to decide, at what stack count he/she wants to use the ultimate skill.
  • When the player levels up the ultimate skill for the first time (at level 6 for example), the confidence bar is filled at 25 stacks.

**Explanation of auto-attack combo mechanism **

New UI element!

  • Three small boxes (or circles) above the ability bar, named the combo indicator!
  • The combo indicator has a 4 second timer. If it runs down the combo resets. The player can refresh this timer by using the basic skills.
  • 3 cases: case 1: Player uses the same auto-attack twice in a row: Combo resets, and the last auto-attack becomes the first auto-attack in the combo indicator. case 2: Player uses 3 different auto-attacks in a row: The first auto-attack get the first auto-attack effect, the second auto-attack gets the second auto-ttack combo effect, and the third one gets the third auto-attack combo effect. The combo indicator resets. case 3: Player uses the two same auto-attacks alternatively: The first auto-attack get the first auto-attack effect, and then the 2 auto-attacks apply their second auto-ttack combo pieces alternatively. Their efects stack up to 3 times.

Champion details(edited)

  • When taunted, Brolly uses the Q ability on the enemy that taunted him, whenever off Cool-down.(i just thought about taunt last night :D )

  • As an easter egg, Brolly does not gain gold from minions and champions, but scrap parts!(he is penniless after all!!)They are worth exactly as much as gold,it is just a flavor touch!

Basic strengths and weaknesess

**Strengths: **

  • Can deal massive amounts of damage and cc to single or multiple targets
  • Semi reliable gap closer
  • Benefits massively from on-hit effects
  • Very low CD on ultimate skill

Weaknesses

  • Practically lacks traditional skills
  • Has no disengage or escape
  • Physical damage only, so itemization against him is straight forward. Also suffers from same problems auto-attack champions suffer.
  • High difficulty champion, not recommended for new players.

Conclusion!

So this is my second champion concept so far.If you read all the way down here, congratulations, you are the real hero! Please leave your feedback in the comments, and a thumbs up or thumbs down if you like it or not :).Thank you in advance!

A novel concept, but I feel like he's going to run into most of the same problems Udyr faces as far as late-game utility goes.

Though I can't help but wonder whether this champ would be completely shut down by Blinding or Silencing...
