An idea for prevention of elo boosting and smurfing (Idk if this is the right board to put in)

Hello, I am a lol player who has played for around 4~5 years.

The reason why I am writing this is because I have an idea that could possibly lower the amount of elo boosting in LoL. I have looked at many youtube videos and other community sites that was related with League and found out that there were a lot of elo boosters in LoL. I am a clean player who likes fair game so I thought this was unfair. This led to me various ideas that could stop the amount of elo boosting. There were many ideas that i have came out with but there was only one that I thought it was actually possible to try.

The best idea that I thought about is to make a system where people are able to make a smurf account that is lower than their current account's rank (this might sound weird but please read to the end). This idea will allow many people to elo boost. You might be thinking "what is wrong with him?" but think about it. If there are many people who can elo boost for others, than the cost and the price of elo boosting will drop. This will make people who are earning money through elo boosting unable to make enough money for them to live. And eventually many people will stop elo boosting for others and do actual work.

To prove this point, I have an example that are similar to this case. Drug dealers. In USA, George Bush declared 'war' on the drug dealer. However in the end, it didn't actually have that much effect. But in Netherlands (I'm pretty sure it's Netherlands), the government legally sold drug to its civilians. This made the price of drugs drop which made many drug dealers bankrupt. I believe that this method might work with LoL, too.

Another, reason for this idea is because there are a lot of people smurfing. This will make many people make a smurf account without going through level 1~30, bronze, silver, gold and etc. This will also allow many new players get chance to play with players who are actually at their level. Not with somebody from Diamond.

It probably won't be possible to fully stop elo boosting. However, I believe this method might lower the amount of elo boosting even a slight bit. Thank you for reading to the end and sorry for some grammar mistakes (English is my second language).

This doesn't seem like it would affect ELO boosting in any way, however, it would prevent new players from playing with smurfs of platinum players. If anything, this makes it easier for anyone to sell level 30 accounts, but still has nothing to do with ELO boosting and would actually just raise the amount of smurfing from masters to go to silver and etc. just to play against worse opponents.
