Notos the Fool of the Wind

Just writing this for fun, really just wanted feedback on the the kit functionality and balance, as well as the lore.

Lore: Within the outer regions lays a small and humble kingdom, not terribly powerful but large and wealthy enough to hold its own and prosper to a respectable degree. Within this kingdom Notos resided, a humble magician and jester that carved his living entertaining the people with magic and dance. The people adored his performances as he danced and played with the wind. He was not a traditionally trained or powerfully practiced mage but as long as he made his living and pleased his fans it was enough for him.

Complacency and peace did not last however as a threat reared its ugly head to the people and Notos himself. Noxus, ever threatening and hungry for power continued to try to expand its empire and reach soon took its sights on Notos's home. Before anyone was prepared or saw it coming the kingdom was at war with Noxus and a losing one at that. They lacked the brutality and strength to keep up with the empires advances. Time passed and many perished before Notos as well as the people he performed for, not being strong enough to fight or defend what he cared for until he became resolute in his conviction to protect his home. Taking his magic and abilities more seriously he practiced his craft as well as his physical endurance within the kingdoms ministry of magic and education, impressing both the millitary and royal mages at his staggering progress in such short period of time. Once he felt that he was prepared he joined into the fray. With grace and strength Notos gave the kingdom the edge it needed to start driving Noxus back and eventually halting their progress and eventually their retreat from the kingdoms borders, for a moment at least.

With the threat at bay for a moment he could back to doing what he loved entertaining the people knowing he would have a fighting chance to protect his home again should the need arise.

Notos: "Even a fool can be useful given the right circumstances"

Kit :

Passive; Wind Waltz: After casting a spell Notos can recast it to perform Wind Waltz, gaining movement speed and to travel swiftly a few units in any direction he desires. Movement speed scales with level as well as 10% of total ap.

Q; Razor wind: Launches a linear condensed airblast at the target, if the blast hits the target the spell spits off from either side of the target dealing reduced damage, if the blast kills the target it spits into three's and does reduced damage.

W; Sky Leap: Notos blast himself into the air before slamming down with his staff and creating a blast of wind into the ground, knocking up anything within the inner area and knocking away anything in the outer area of the blast

E; Tricksters tempest: Notos throws his staff in a cresent ark that gains speed as it continues its ark back to him. It will continue to gain speed and increase in damage as long as its continues to travel to him. If the target is hit by the staff as it travels they are slowed and if hit a second time the slow is refreshed and is greatly increased.

R; Rend heaven: Passive- Blessing of Boreas: Getting hit by any of Notos spell (except Rend Heaven ) marks targets with the mark of the wind that can stack three times, if a target has a mark while hit with Sky Leap Notos will get a shield depending on the amount of stacks are on the target.

Active- After a 1 second channel creates an AOE field that calls down a gale of intense strength and pressure and acts as an execute. If a target has 3 marks of Boreas on them they will be stunned while in the field. Rend heaven Wind Waltz is doubled if it kills.

Feedback on the kit is welcome, had an idea and thought it was half way decent let me know what you think

Seems pretty interesting, I would enjoy getting approximate ranges for the spells (even short, medium and long would work) and maybe some insight into what utility they provide. Maybe give Wind Waltz unique effects based on which spell is cast (I thought that the interaction the ult had was pretty interesting)
