I feel this should be considered. I mean it is kind of annoying when you have 76 rp that is just lying around. I feel that my left over rp would be put to better use this way.

I think it's there to tempt people in spending more money on this game
There was a few threads mentioning that they could've used the remaining useless RP as a sort of currency to donate to charity. Not sure what happened to that idea, cz even Riot thinks it's a good idea.
