I'm fairly new to League of Legends, (started since Bard was out) and I see these cool, beautiful, and creative Ultimate skins. I was wondering how do they pick the champs, (are they based on when the champ was release, how much impact they have on the game, etc). Also, who you think deserves the next Ultimate Skin, and why? And if anyone has any ideas or concepts on a Ultimate skin, I'd love to hear them.
I had ideas for either World Cycle Maokai (goes through the four different seasons, with new particles for each one) or Landscape Malphite, where he can either be a mossy mountain with little bushes, a sandy, complicated pyramid, a kind of cloudy summit with mist and waterfalls and finally, a kind of swampy skin.
I think Blitzcrank could have an ultimate skin too. No precise idea tho

i mean like his 2 skins are not the best , cowboy skin not really good,(a sword with a shotgun :/) then project well it fine still think he need a skin not necessary a ultimate skin.
I would assume Garen (although nothing comes to mind when i think of what they can do for him) So far all the ultimate skins have gone to every lane but top. All of the characters were also poster characters and Garen is the poster boy for top lane
