Nurf, the Manatee (Champion Idea for April 1st)

So, had an Idea for a champion. Hopefully someone from riot sees it, and thinks its good, but here's the full rundown.

Lore

Born as a twin, Nurf and his brother Urf were raised to be peaceful, gentle creatures. However, as Nurf aged, his rage became stronger and stronger. The only other creature that could calm this rage was his brother, Urf. However, one day, during a grand battle in the League of Legends, Nurf was attacked while walking home, an attempted mugging for the lone fish that he had caught and was bringing to his brother. Sadly, Urf was not around to calm his brother (Jax was fighting that day, and Urf never missed a Jax fight), and in his rage, Nurf killed his assailant, violating the most important rule of his people, to never take the life of another sentient being, regardless of the circumstances. Outraged, the community banished him, never to return.

Left to wander the wild seas, Nurf became tough and cruel, accruing many battle scars, one of which taking his left eye. The years ticked on, Nurf steadily accruing more and more skill fighting the mighty beasts of the oceans, and more and more control over his rage. Eventually he cast aside all of the ways of his own people, learning to augment his fighting style with his rage. Home was long forgotten, and those he loved mattered no more.

Long he drifted, consumed by his rage, until a scrap of paper floated by him in an abandoned dingy that had been drifting for five years. To his dismay, it was a newspaper's cover, the headline simply reading, "Urf the Manatee, Slain in Cold Blood!" A single red tear flowed from Nurf's face, memories of his youth spent with his brother welling up inside him. He quashed his rage, and left to join the league to avenge his fallen brother...

Abilities

Passive - Rage

Nurf's abilities cost rage to cast. As Nurf spends time in battle, his rage slowly builds. At 50% rage, Nurf unlocks powerful new abilities to use. If Warwick is in the game, Nurf gains rage 1% faster. I'm envisioning the rage pool as being 200, and decaying extremely slowly, due to his ultimate.

Q - Sea Lord's Trident Nurf weilds his trident with his left hand (His left arm is a lot stronger than his right) Normal Nurf jabs forward his trident, skewering anyone struck, and rooting them for a short duration. This attack does little more damage than an auto attack, and should apply on-hit. Deals Physical. Builds 10% of maximum rage. Moderate cooldown.

  Rage Imbued
  Nurf instead hurls his trident in a long straight line, skewering any targets that he hits, and knocking them back with his trident. If the trident collides with a wall, all skewered targets are stunned and then slowed. This attack applies on-hit. Deals Physical, but if the trident collides with a wall, a small percent of the damage will be converted to true damage. Should deal moderate damage. Nurf can only have one trident out at a time, if he picks it up and still has enough rage, he can immediately recast. While the trident is out, he cannot use his Q.
  Cost 75 rage.

W - Sea Serpents Lash Nurf hurls a small sea snake in a straight line. If it fails to connect, the serpent lashes out at the nearest enemy (small range) slowing them, if the serpent connects, it constricts and bites the target, slowing them for a larger amount, and a longer duration. Costs 25 rage, short.

   Rage Imbued
   Nurf instead throws a highly poisonous Sea snake, same rules apply as above. However, in addition to the slow, the target takes considerably more poison damage. The snake will then also lash out at the nearest enemy champion, slowing them as well. Long cooldown, short range. Can be recast with enough rage near instantly.
  Cost 75 Rage

E - Ocean's Bounty Nurf eats a rare fish, gaining health and a large amount of decaying move speed for a short amount of time. Costs 50 rage

    Enraged
    Nurf eats a poisonous fish, gaining the above bonuses, as well as a very small amount of damage reduction and immunity to NEW crowd control effects for the duration. The fish does NOT remove existing crowd control effects and cannot be used during CC. Nurf loses 10% of his current health. 
    Cost 75 rage. Can be immediately recast up to two times for an additional bonus, but Nurf will take 3 times the damage from eating it, stacking multiplicativly (1,3,9)

  Ultimate - R - Urf's Momento
     
           Urf's momento is a mighty spear crafted from the very same fish that Nurf had gotten for his brother, a swordfish. 

            Nurf brandishes Urf's momento, and jabs it forward in a straight line, impaling any enemies and applying one stack of Manatee's Wrath. Nurf then continues to wield the spearfish as his melee weapon, all auto attacks gaining small bonus true damage and range, and applying a stack of Manatee's wrath. At 3 stacks, target is stunned for a short duration. Cannot be reapplied for 5 seconds after a full stack is achieved. 
           Consumes all of Nurf's Rage. However, the more rage that is consumed, the greater the bonus true damage is. 

Thoughts behind the champion

I wanted to have him be a very tactical minded champion. The fact that most of his abilities effectively have no cooldown, but cost a fixed amount of resources that builds slowly, allows this gameplay. At maximum rage, he can only cast two empowered abilities. So does he throw a spear, then a serpent? Throw a spear, flash to pick it up, then re-throw it to cluster up some more enemies for an aoe attack? Does he save up all of his rage for a very strong ultimate? All of these are decisions that a Nurf player will have to make on the fly, one can not simply roll in, and mash every button and hope it works out.

Special interactions I want to see

Warwick - The already mentioned rage one with Warwick. In addition, upon killing Warwick, Urf's ghost arises from Warwick's body and ascends off screen.

Soraka - Nurf says something along the lines of "I will get vengeance for the both of us."

Fizz - Upon seeing Nurf fizz mutters "I've heard about you..."

Nami - Upon seeing Nurf mutters "Oh no, how could rage consume such a gentle creature..."

Tryndamere - Tryn first says "Wanna arm wrestle?" Nurf replies "Sure, only if we use our left hands..."

Zilean - Nurf says "One way or another, you will bring him back..."

Irelia - Nurf says, "I"m coming for you." Irelia replies, "Why is it always me?" or occasionally "Not again..." (reference to "better nerf Irelia")

Joke - One of Nurf's jokes would have to be "Why is everyone acting like a seal going 'Nurf nurf'" and clapping his hands.
