Evan, the Hero of Justice?
Description: Super heroes. What do we know about them? The basics? They fight crime. Consequences? They're not as significant as they should be, especially to Valoran. But there are some people who want to be Super Heroes anyway even though protecting the citizens has been occupied. Evan is a super hero wannabe who's based on the two characters, X-Ray and Vav from Roosterteeth's new animated series, X-Ray and Vav. A series about two heroes who want to fight crime but are really bad at doing so. Evan may seem like a fail super hero but with the best summoner, he will always kick Crime in the Butt!
Stats: Attack - 75% Health - 50% Magic - 75% Difficulty - 30%
Attributes: Primary - Fighter Secondary - N/A
Abilities: Passive - To the rescue! If an ally is in combat with an enemy champion, Evan's next basic attack leaps him into action, dealing 20% true damage upon landing, lowering the target's armor and magic resist by 15%.
First Ability - Criminal Vision Once active, Evan uses a pair of goggles that detects enemies in a cone in front of him for 4 second. He can find enemies within the brushes. Once they are spotted, they remain detected for 2 more seconds. They can only be detected once. This ability does not deal any damage.
Second Ability - Up up and Away! Evan leaps from the ground to fly on his hover boots. Once he leaps, enemies within a 100 radius around Evan are pushed back and take magic damage. For 3 seconds, Evan can fly over terrain. Once the 6 seconds expires, Evan slams the ground with his iron fists. Upon landing, enemies within a 100 radius around Evan take physical damage.
Third Ability - Tied up for their crimes Evan tosses a skillshot bola that roots the first enemy it hits, dealing physical damage and stunning them for 1 second. If this kills the target, or to Evan, ties them up for their crimes, he gains additional gold and experience, though the gold doesn't seem necessary to him.
Ultimate - Heroic Brutality Evan brings his fighting skills into play. This skillshot ability rushes Evan into a target direction, dealing physical damage to the enemy he hits. If this ability lands a kill, it resets instantly so it can be used again. This combo follows a certain attack pattern.
POW Evan uses a hook punch that blinds the target for 2 seconds BLAM Evan upper cuts the next target, knocking them slightly airborne CRASH Evan kicks his target in the butt, launching them back.

Heroes are big services to Law Enforcement. Criminal Vision helps Caitlyn shoot down criminals that only Evan could find. Hopefully Evan's crime fighting skills could earn him a date with the sheriff. -
Vi's Assault and Battery gives the ultimate takedown that holds the criminal enough for Evan to finish them off with his Heroic Brutality. Giving crime twice the amount of pain received. -
Justice should come from both night and day. Using Condemned on an enemy right against the wall plus Tied up for their crimes means no escape for the criminal. But by using Criminal Vision, Vayne can move towards the criminal with Final Hour and Tumble to gain the opportunity to hunt down the target.

You can't take a criminal head on especially with all that fire power. Evan can get rooted by those Flame Chompers if he attempts to lay his fist against the crazy Loose Cannon. Speaking of loose cannons, Evan isn't fit enough to stop something as catastrophic as a Super Mega Death Rocket. -
You don't want to gamble your fists with a big axe. Not without something to prevent it from being cut. Darius's Noxian Guillotine deals more damage than Heroic Brutality, especially when it deals true damage. Evan should think twice before trying to punch Darius in the face. We're not even sure if it even hurts. -
The most evilest person is one who can take on a Super Hero with ease. Event Horizon stops Evan's heroic brutality in place. There's no way Evan could handle the powers of Dark Matter afterwards.
Tips:
- Playing as Evan
Spot your enemies first before springing into action. You don't want to take on crime at the wrong moment. If you need to cower out of the fight, use Up up and Away! to get out of danger. But if you're brave enough to take on criminals in groups, fly in with the same ability. Evan's a very good companion when it comes to team fights. Especially landing the killing blows with Heroic Brutality. But make sure you start every team fight with a basic attack so To the rescue! makes a very effective entrance.
- Playing against Evan
Don't underestimate Evan as a simple stud. Try to have enough health to not get punched out by his Heroic Brutality. If you have a group of allies, have someone lure Evan when he uses Criminal Vision, as long as he's alone. Evan isn't invincible when he's flying. If he flies away, try using crowd control abilities to bring him to the ground. What goes up must come down.
Lore: "In dire times, Valoran has been overrun by the worst criminals ever existed.
Banks being robbed, women being in distressed, innocent men at gunpoint, buildings being destroyed, even candies taken from innocent babies! It is up to the law to ensure their safety.
But low and behold, not even the law could stop crime. It seems that Valoran is hopeless.
But one day, it will all be changed.
Standing outside on top of a roof looking through the night and day, watching the children play and the elders go through their day, waiting for the next criminal to set foot. He waits for the right moment to strike then he jumps off the roof to fight the criminal and bring him to Justice!
This is an oath given to super heroes who have risen to kick crime in the butt! Whatever reason they do so is up to them. What matters is that we stop crime from happening and never will they rest until crime stops permanently.
I am the first among them to accept this oath. I am Evan! The Hero of Justice!"

Though he has a very confident sense in fighting crime, he should consider the fact that there are other people who have this problem dealt with. Though his fighting skills are promising, this would make him more like a Super Stud
Appearance: What would a guy wear to look like a Super Hero? Rags for a cape, some tight clothing, tight undies on the outside, Rubber boots and gloves, I'm not sure about the color or the design of his shirt.
