Interestingly, if Jhin is from Ionia, which is largely based of Asian countries, 4 in Japan is considered an evil number.
4 is a big theme for him since a lot of his abilities can be telegraphed in 4/4 time music-wise ((Implying he isn't just an actor, but like a ballerina or something kappa))
I mean, if you watch his passive video, you can even see that he fires his gun in 4/4 time.
If you think about it, if he's a conductor of death, he's gonna count in 4's because that's how you keep rhythm in music. If you think about it that way.
We hid lots of fours in every part of Jhin. His kit, art, sound, and VO. He also has 16 pop culture references in him. (Unless something got cut without my knowledge.) Breaking the writers "rule of three" for his lore and VO was frequently painful but I think it was worthwhile.
One of the things champ team tries to do with these mini-themes is--quadruple down on them. So that even if you don't consciously notice them while playing the game- you will subconsciously feel them. And for a character who players should count shots with-- this seemed especially true.

Four is known in some cultures to represent death, in a similar manner to thirteen in the West (because thirteen people sat at the last supper, and one was a traitor).
Considering his theme is about killing or whatever, it kind of makes sense.
Considering that Jhin is from Ionia, the number 4 aspect of his design is probably a reference to the association of Death and Four in Asian languages.
Specifically, in any languages based on Hanzi such as Mandarin, Japanese, or Cantonese, the number Four sounds like the word for Death. It is considered unlucky to have 4 of anything in many Asian cultures. Often one would find the number to be omitted in similar ways Western cultures omit 13.
4 represents death in some parts of Asia. #Ionia
Did you know, 4, for the japanese, is like the 13 for us, because its pronounced "yon", which sounds very similar to "death" in japanese. So it fits.
Not to mention the four tally marks on his gun.

In Chinese, 4 and death sound similar, so there's like superstition involved with the #4 and dying and whatnot, pretty sure there's other superstition tying the two together as well.
