this is just a fun idea that i had for the game

The unique passive is weak. I'd probably change it to the following.

Every minute, all health regen effects are increased by 200% for 5 seconds. This wouldn't affect things like direct healing, but it would function like a really powerful Spirits Visage for that brief moment.

Decreace it to 175% and put it at 3 seconds.

I don't think you realize how busted tank items have to be for them to be chosen. Even at just 1200, this item would be completely unused by most tanks even with my version.

I guess you're right with Stoneplate and Warmog it does seem like they are busted
