The Dawn Dagger is an mid game item in the that cost 1000 gold (400 if you already have a dagger and boots of speed) 25%+ movement speed 15%+ Attack speed

Unique Passive :grants a small boost of attack speed and and movement speed worth 3% with every 3 hits. The boost decays every 3 seconds when not attacking.

I think this is cool. Does it build into another item afterwards?

Another thing: What is the perfect use-case scenario for this item, and whos health does the unique passive apply to?

I was thinking it could build into a speed item like the Rageblade item 3124 Static Shiv item 3087

and for your second question i was thinking it apply's to the target of attack

I see. Makes sense.

If that's the case for the second question then I think 10% or 15% for 3 full seconds (refreshing on attack) is too strong for the cost.

is a good item to model it after in terms of power to cost ratio.

For more context, Stormraider's Surge is a 40% single time 3 second speedboost on a 10 second lockout. It is very, very powerful and can also completely change lane matchups.

If we look ate other items, the movespeed alone (if it was 10%) is valued at 395 gold. This is using 's cost analysis as a base. http://leagueoflegends.wikia.com/wiki/Luden%27s_Echo

I don't know how much att spd it gives, but item 1043 's att spd (25%) is valued at 625 gold http://leagueoflegends.wikia.com/wiki/Recurve_Bow

1000 is more close to the worth yeah.
