The Dawn Dagger is an mid game item in the that cost 1000 gold (400 if you already have a dagger and boots of speed) 25%+ movement speed 15%+ Attack speed

Unique Passive :grants a small boost of attack speed and and movement speed worth 3% with every 3 hits. The boost decays every 3 seconds when not attacking.

I think this is cool. Does it build into another item afterwards?

Another thing: What is the perfect use-case scenario for this item, and whos health does the unique passive apply to?
