passive is pool noodles that create water splashes on hit Q is, OF COURSE, another pool noodle. W is a beach ball that she slams on the enemies. Pretty standard. Her E is, get this, a wet towel. She snaps her enemies with the towel so hard that it removes their soul from their bodies. Her ult is a sweet cannonball that, of course, spawns huge pool noodles.
Her look is what im undecided on. Of course the beach ball is a must. Maybe a sharp one piece bathing suit?

To have a skin where such a buxom woman is wearing a trademark Pool Party Skin Swimsuit would be my guilty pleasure insta-buy.
I don't think it's a good idea, illaoi seems dark, and powerful, not colorful and fun :P Seriously though, i'd rather not have them work on rushing skins for her, but giving older champions with less skins some work :P
