Max Health regen

Hey let's do a theory craft for fun, what is the maximum health regen you can get from any champ before the game itself maxes out. Any build will do but let's make sure it maxes health regen out as much as possible. Both 9.23 PBE playtest and 9.22. No dragon souls just health regen
