Background
NSX is inspired by concept cars from the 50's and 60's. They looked like the belonged in a futuristic utopia where cars would fly, but despite the aesthetics being way ahead of their time, they still had a very 50's and 60's feel about them. That is the philosophy behind NSX. He contains never before seen technology in his armor, but the design just feels ancient. He is a car themed champion, so all of his spell will sound familiar.
Long ago, before there was Noxus or Demacia; before magic was the dominating force on Runeterra, when Valoran was a polluted waste land of misused resources and wasteful machinery, there lived a scientist who was strides ahead of his time. His name, unknown, but it is known that he discovered stones that gave off unending, clean, and immeasurable power. He tried taking his findings to the authorities, but they shut him down, afraid of the financial ramifications that could occur if the world discovered this power source. These stones were of course runestones, but while they stood for a better future, their power was impossible to harness. Undeterred by these roadblocks, the scientist set out to make them usable. After years of failure, he was successful in creating an autonomous mind, using the power of the stones at his disposal. He called his creating NSX, and since NSX brain was powered by runestones, he gained understanding of it's structure and power although limited. NSX sought to finish his creators work owing to the scientist no longer able to additional knowledge, for the limits of knowledge he could take in were reached. NSX was able to liquidize the runestones into a fuel to power machinery, but when the scientist merely breathed on the volatile liquid , it created a massive explosion taking his life. NSX created a body for himself using the advanced parts in the lab and finished himself. (LORE TO BE FINISHED LATER)
NSX is designed to be extremely fast. His overall color scheme is olive green, and his body panels look like they came off of a WWII plane. He is a very slender robot, but has giant exposed pistons which connect his limbs together. Apart of his design is to look aerodynamic, and thus has several scoops on his body, such as his head, shoulders, chest, and arms. NSX has upturned wings attached to his back and jets on his shoulders. His torso is a vertical engine and his waist is a differential.

Passive Integra Exoskeleton: NSX' exoskeleton is comprised of Infinite Kinetic Metal which cancels out the kinetic energy of all projectiles if NSX collides with them head on. While moving, this reduces the damage of all projectiles by 12/17/22% (+1/2/3% of his BONUS movement speed)
Q Down Force: NSX creates a stream of kinetic energy in a broad line toward a target direction. Enemies who move against the flow of energy have their movement speed slowed by 25/30/35/40/45% (+5/6/7/8/9% for every second enemies move against flow). After 3 seconds, NSX teleports from where ever he is to the kinetic stream running back and forth across the battlefield dealing (110/140/170/200/230% of AD) to enemies over a three second period. This disjoints all attacks and renders him untargetable for three seconds. Cost: 80/90/100/110/120 mana Cooldown: 15/14/13/12/11 seconds Stream duration: 6 seconds

Turbocharging: NSX releases liquid runestones into his fuel system to create an extremely volatile fuel mixture. This grants him an explosion of speed which increases every second this remains active. In addition, this 
Ghost's him causing him to deal 80/100/120/140/160 damage (+100% of AD and 50% of movement speed) to enemies when he runs them over. NSX cannot deal damage to the same enemy within 2 seconds of hitting them.
Cost: 70 health on cast (+10 hp/second increasing by 5 every second)
Cooldown: None
Movement speed bonus: 30/35/40/45/50% (+5% per second increasing by 5% every second)
E Slipstream: NSX charges an enemy at blinding speed (300% of his movement speed), dodging all enemies in his path and dealing 80/110/140/170/200 damage (+60/65/70/75/80% of his movement speed) by drop kicking his enemy dragging them with him in straight line. In addition, the forces generated from charging cause an explosion from where he charged dealing 80/110/140/170/200 damage (+75% of AD) in an AoE. (The 300% speed of the charge does not effect NSX movement speed and is only for the visuals.) Cost: 80/90/100/110/120 mana Cooldown: 15/14/13/12/11 seconds
R Fairlady Punch: On NSX' next attack, he unleashes a volley of blinding punches that are so fast, no one can dodge them or block them. This deals 160/200/240 damage (+50% of movement speed and 100% of the difference between his movement speed and theirs. Cost: 120/150/180 mana Cooldown: 30/24/18 seconds
