We already know its a marksman, Most people think it is sivir.

I believe it is either Ashe or Azir (because he is a secondary marksman)

If I remember her rework hit like march-may ish right? So if sivir and trist and vayne were relevant then and still are wouldn't it be more likely for them to get it>

Vayne was never played until the last couple months. The only champions it can be are Sivir Azir Ashe Tristana Jinx

I have a friend, who has a friend that works at riot and he told me the championship skin would either be kalista or ashe(It was undecided at the time.)

It turned out to be kalista, so my guess would be they were picking both for the skins, using kalista for championship and ashe for victorious, but who knows i could be wrong.

Azir has been a consistently dominant champ since his release. No doubt about it.
