Riot has never addressed decay and novice pollution in ranked. Anyone taking a break from the game needed a safeguard instead of slipping into defaulted bad. In combination with dynamic queue this creates some salty situations.
It is bad for the game because it pits people who play significantly on a higher level with people who have no idea how the game works yet or their champions on a fundamental level. You lose skill by being around too much of it while grinding, overall this makes normally once good players into a slump where they cannot improve. This makes boosting lucrative because in order to play good you have to play with players that are good at the game if you're somewhere in the middle like gold-plat. In order to survive you're better off playing another game, waiting stupid amounts of time for a change in the meta, or owning multiple counts to fluke into less games being needed to achieve higher level gameplay (which cheapens account integrity in ranked play, as they have nothing to lose in a game should they decide to troll it).
Grinding low elo is basically a crapshoot meta where you can't really rely on any higher level strategies, because ultimately those strategies rely on teammates. It isn't fun for people just trying to get to their level because of artificial circumstances such as smurfs, griefers, passive-aggressive statistic gatekeepers/series trollers, and novice noobs.
Defaulting noobs into silver 3 is probably the most harmful single thing that could happen to the player pool, next to boosting. This is the main reason why silver is so inconsistent and is genuinely frustrating as a ranked mechanic.
I think that solving a few lower elo problems such as silver noob/novice flooding and adjusting the MMR for lower elo premades (no more crappy X5 duo ruining your X2 series) will overall improve the consistency of ranked in a way that it might actually make dynamic queue likable.
