Riot skins

So i'm not new, I know they were on sale sometime last year during summer i think. Is there any chance that they will go on sale sometime again? I really want to get Riot Graves :D I would rather not buy it from a website cause for some reason i see it like a scam even though i haven't tried any of them. Should I wait for a sale, or make some Riot friends to gift me LoL. Also make a Riot skin!!! Hope i put it under the right board.
