Dear Riot, I play Leauge since the end of season 6. And i love this game. I have build up a championpool which i like to play. And u offer me cool skins to play with. But u now that some are not available in the Shop and i know i can never ever be owner of this skins on my account. Pls pls i beg u pls create a event where u can buy all skins even victorious skins. But to limit it u can only buy one of these and they cost round about 10k to 30k rp. I really would do it. PLs make my wish come true , , , , ,, ,.......

They've pretty much confirmed that some skins will NOT ever be purchasable. This includes Victorious skins, Triumphant Ryze, King Rammus, and, I suspect, PAX Twisted Fate and Black Alistar.

Other unavailable skins may indeed come back from time to time. :)

beside the skins you can always buy, there are legacy skins and limited skins Legacy skins come on special events, Esport skins for example at worlds etc. Halloween skins at halloween, christmas skins at christmas and more.

Limited skins were only available in the past, such like PAX tf, black alistar etc. they will never come back.

Victorious skins are limited too. They are season rewards and can never be purchased.
