why should players who do not vote in surrender votes count as "no"?

Example: lets say its a 3/2 vote to surrender. (well those two votes are from players who chose not to take ANY side)

it SHOULD count as a 3/3 vote allowing it to pass a surrender.

If players choose not to take any side, they simply should not be counted in the final vote

players who do not choose to participate in the surrender vote should NOT have their body count as a no... simply OUT OF THE VOTING OUTCOME

I hope my opinion/suggestion is clear... THIS IS JUST MY OPINION ON HOW THE SURRENDER VOTE SHOULD BE LIKE
