Champion concept: Eliyan, Heaven's Disgrace

Hello guys, girls! My name is ThePrayer and I've been playing league since Season 1(even beta, but officially is S1). I have been inspired so many times by this game, the community(not the toxic part), and the Riot staff. If they want to, they can make something beautiful. I have been amazed at the feedback from rioters from my concept arts, crafting(TF cards), cosplay(Dunkmaster Darius), etc and Twitch art. I would like to introduce to you my idea of a champion, one that was made purely out of imagination for some years now, so I gave it a shot and took the challenge to think how to make him into a league champion. Well, this is it! I will try explaining and putting out details as much as possible, as I lack concept art. Hope you will have a fun time reading this as much as I put into writing this.

Short Bio: Eliyan is a semi-melee champion, able to do insane damage if given the opportunity. While some champions will have a hard time dealing with his kit, others will be able to ease themselves by dodging or crowd controlling him to kill him or escape his devastating power, if unleashed.

Stats at level 1-18: Health Points: 483 - 2017 (+90 / level) Health Regeneration: 5.6 - 18.3 (0.75 / level) Special bar: (100 points) Damage: 73 - 124 (+3 / per level) Attack Speed: 0.768 - 1.098 (+0.019 / level) Attack Range: 150 Movement Speed: 335 Armor: 30 - 89 (+3.47 / per level) Magic Resistance: 30 - 37.8 (+0.46 / per level) Blue Essence: 7800 BE first week, 6300 normal Riot Points (RP): 975

Skills: P.S. The unit measurement is in AUTO ATTACK range. Twitch/MF has 550 range. Nasus has 125 range. Calculate!

Passive - Mortally Wounded Due to Eliyan being mortally wounded while ascended, he stores and uses energy through his ring - Fate by killing enemy minions(5) and damaging champions(2). When Fate's energy becomes 100, he can use it to become very powerful for a short amount of time, being able to use (R) - God's Left eye.

If Eliyan is lethally struct, Fate discharges all it's energy to protect him, equal to 200% of the power stored. Has a 30 second cool down.

Q - Lethal Saida Cost: No cost Cooldown: 14/13/12/11/10 seconds Range: 300 units, radius - 150 units

Eliyan dashes and becomes untargetable, slowing all enemy units in a radius for 75/80/85/90/99%. After 1 second, he teleports to strike all enemy units, dealing 75/105/130/155/205(+70% bonus ad) damage.

W - Duplicated sight Cost: No cost Cooldown: 8 seconds Range: 450 units, targetable

Eliyan takes control over an enemy's eyesight and blinds them temporary, reducing their field of vision, regardless of protection.

E - Maldicion Cost: 10 power Cooldown: 0.5 seconds Range: Self-cast

Borrows energy from Fate that could be used in the next 3 seconds, blinding all enemies in a 125/150/175/200/225 unit radius and slowing them by 20/25/30/35/40% for 1.25 seconds when Duplicated sight is cast.

R(Ultimate) - God's Left Eye Cost: 100 Curse Power Cooldown: No cooldown Range: Self-Cast

Eliyan destroys the seal on his left eye and enters a Released state for 7 seconds, removing all crowd control. He gains 40% movement speed that rapidly decays in the next 4 seconds and 35/45/65% attack speed. He does additional 10/20/30% damage while ascended.

He shows his torn and dying dark-gray wings while ascended as a sign that death is inevitable.

//Short version// Eliyan was once human, until recently when he died due to an incident. His soul collected, he was put into a fake body in Heaven. Lost his memory, he was lied to and taught of the principles and rules of his new home. In only a year, he was appointed from a serving angel to a Guide angel that collects the souls of the dead. During his duty, he met a lot of the residents from the Shadow Isles, more memorable Karthus. Climbing the hierarchy further up, he was appointed to the highest possible rank in a record time - Captain Angel. There could be only 5 captains at the time, so he had to challenge one of them. It was hard, but he won over one of the appointed captains. Wearing his new robe and showing his wings freely(showing wings means you are a very important figure), he turned a new page in his book, one that was actually unpredictably bad. Being one of the top was no easy task, and the decisions he had to make were awful and inhuman. Learning more of the truth behind Heaven, starting to remember his past life and learning that he was nothing more than a lab rat, used as a vessel for the God's Eyes, he tried to flee to Earth. Caught and accused for betrayal, he was up against 4 of the captains, making it a one-sided battle. After a gruesome battle and barely escaping alive on Earth, he was caught in a binding spell by an unknown mage. Trying to escape by releasing the God's Left eye, he was stopped by a mortal wound created from shackles that pierced his lower abdomens and the pool of agony that burned his wings. Desperate to live and refusing to die, with a last attempt he blinds his opponent, breaking the spell. Trying to slash him down, his opponent blocks the attack and dispels his curse and regains vision. "Share in my torment!", he screams at Eliyan and tries to finish him off, but is quickly wounded by Eliyan as he uses his eye prowess to teleport and strike behind. His opponent, unable to continue, quickly escapes, leaving some pitch-black feathers flying around. After that day Eliyan can use his eye's power just for a short time, and has to wait a long delay before be could use it again. The mortal wound created by the shackles does not want to heal, so he starts travelling around to find someone who can heal it. Hearing the story in Demacia, he is offered to fight in the Fields of Justice in exchange for them to not let his wound get worse. Although accepting the offer, he still hopes one day he can heal his wound and get revenge on the person who did this. One day...
