How to make Singed more playable

Hi everyone I have an idea about how to improve Singed. No I am not talking about making him OP or something so think about this:

Singed is actually quite good once he gets his items. If hes not too far behind he can actually be quite good with just rod of ages and rylias. I mastered Singed and love to play him because it is really funny, like the Donger. But unfortunately Singed has a very weak laning phase, atleast in my opinion, that makes it nearly imposssible to get to your strong part and even if you do the enemy is very fed from you. Part of his problem is that he can only damage units behind him so he actually has to run past the minions and the champion to damage and trade, but until he is there he is already almost dead. Unless you use your fling which costs too much mana in the early game to use to trade since even his poison trail uses up too much mana over time. So I think it would actually make sense to do two minor changes to fix that and make him more viable:

1. give him a little more resistances per level, so e.g. 2 extra armor and mr per level to slightly boost his lategmae tank-power on top of his passive and 2)change his q so that you can aim with it, so that you can turn your poison into all directions including infront of yourself, similar to Rumbles´ flamespitter, but you can turn it around 360 degrees, so that it is not stuck in one direction.

Let me know what you guys think about it, because i would love to play Singed more often without loosing so often and getting detroyed in lane. Thx
