Perfection (Inspiration Keystone) Successfully used or landed ability on champion while in combat gain 1.6 % cooldown reduction for that ability up to 40%.

Exalted (Resolve Keystone) 200-98 sec cooldown based on level When your max HP falls under 10% max HP becomes invulnerable for 2 sec.

Celestial (Inspiration Keystone) Every time you use summoner spell gains 3% CLD reduction for that summoner spell max 30% cooldown reduction.

No, no to all of those. LoL is currently already too much URF for my taste, this will completly kill it for me.

LoL needs less CDR...

CDR used to be basically a caster version of attack speed. Now literally everyone has it. That's why mage mains feel underpowered now: not only are the mages who used to scale best with CDR items pretty much outclassed by burstier mages that just accidentally manage to get that CDR while picking up tons of damage, but literally every class ends up with like 10-20% CDR accidentally, and the bruisers (ad fighters that mostly shouldn't be specing into CDR) are running the 45% and 2 shotting them while also being bulky enough to live.

Many of these champions have pretty oppressive playstyles without CDR right? Would you prefer to keep giving them a free stat as they stack one-shot damage potential? Or would you like them to be able to spec into it but deal less burst - more of a sustained damage build?

Fixing CDR is a way to nerf Zed without lowering his damage to being completely unplayable. Nerfing Vayne's ability to R/(Q/auto[repeat]) permastealth it while she casually 3 shots your team will give people the ability to counterplay her without gutting her entire kit. Jarvan's one-shot build wouldn't change much, but he'd lose that super oppressive dueling potential since he wouldn't have a cooldown capable of supporting a permanent AS boosting flag and 2 drags/ flag. Riven would have to actually require skill again, and Kled wouldn't have his mount back before he hit the ground from losing it.

Unless of course, they built for it - sacrificing their damage for their technical assistance. Like it should be.
