Eh, Jhin and Illaoi are both due, if not overdue, for a skin at this point. Both are approaching a year old and only have their release skin and for Illaoi that means you have a glorified chroma. He probably wouldn't get it this skin because Riot said they will avoid making the second skin a champion gets legacy or unavailable if at all possible, but Jhin SHOULD get a skin by the end of the year (he is also quite popular so I wouldn't be surprised if he got his before Illaoi who came out a few months earlier).

Jhin will be a year old in February, that's no this year XD

Illaoi will be a year old at the end of November (soon xD)

When they make Event/Holiday skins as the secondary skin they tend to not be legacy.

Champions like Diana waited 18 months before getting a second skin, so it's not uncommon for them to be a bit over a year.
