I dont remember the full list of champions but Iknow that now that Shen received Pulsefire, the champion that has gone the longest without a skin is Urgot. He definitely deserves a new one. Heimerdinger is at number two,I believe.
I honestly don't remember the rest of the top 10, but I know that Sona is starting to make her way up there. Her last skin was Valentines 2016, so I'm anxiously awaiting her next one.
Elise got a super galaxy skin not too long ago, and an SKT skin a year prior to that.
Syndra got 2 skins in the same year due to SKT and star guardian.
Nasus just got a year of the dog event skin.
Fiora got that soaring swords or whatever its called skin less then a year ago.
Vi got project not that long ago

I'm still kinda upset we got a pool party zoe skin confirmed but forgot these existed: 
No one is even close to being a rival here. Last new skin was Battlecast and every other VGU we got already has a new skin, except Irelia, who just recently had her rework.
His last skin was the SKT, but as far as we know, worlds skins don't count for the schedule. His last skin before that was Poolparty in 2015. He is 5 years old and just got 2 skins in that time, one being a worlds skin. That's just sad.
Zoe already is confirmed for a new skin, I hope that she can get one soon, too. Hopefully something fantasy inspired, like Bloodmoon or Elderwood.
I know, tier 1 VGU etc. But as Kayle has shown, these champs might occassionally get new skins. And Rammus doesn't have a single skin above 975 RP, considering how old he is, that is just mean.
